According to this press release by migrant-rights, Kuwait fails to focus at the root of the problem.

The death of a Kuwaiti woman by an Ethiopian domestic worker has initiated a collective reaction from the Kuwaiti Government to expell and stop recruitment of all Ethiopian migrant workers in Kuwait. This included the raid of recruiting agencies and the deportation of thousands of domestic workers. Failing to point out many of the fallacies of the recruiting procedure and monitoring and instead focusing on collective punishment by the generalizing nationalities.
